Not quite : they have 'Health and Safet' concerns which means they are currently refusing to move the thing......

A few comments :
The bus-stop in the opposite direction is already in this approx. location : having been moved from outside Crackley Cottages (whom presumably had the same problems we are experiencing).....It seems this was done despite the perceived 'risks', and to date there have been no accidents.
Any liability arising from any motoring related accident lies with the motorist whom has a responsibility to drive with due care and attention, assessing the risks presented by the highway in front of them, and altering their driving behaviours accordingly based on their real-time assessments. This seems to work successfully in the opposite direction without much local Governmental interferance..
Oh, I nearly forgot to mention that no-one seems to cross the Road at the point of this 'refuge', which frankly, has been a waste of money and kerbstones on the part of the County Council.
Finally : the Safety Asessment is based on 'concerns' and 'maybes' which are subjective, rather than being an assertation based on tangible empirical evidence. You may as well have asked the opinion of a random man in a Pub; it would have been quicker and had the same net overall effect.
I can't help but think that is another case of the Health and Safety / Bureaucracy Culture gone mad : I'd keep these guys out of your County Council Canteen in case they arrange to have the steak-knives bluntened or rubber-bungs put on the end of the forks in case someone hurts themselves on them ! (assuming the vegetarians have not had steak removed from the menu yet).
Whats worse is that the District & County seem to be hiding behind pseudo-bureaucratic process, Health and Safety gone bad, and comedically dubious job titles as an excuse to dodge responsibility or accountability.
Departments and activities are stove-piped as opposed to being holistic.
In 3 years we have accumulated a list of District / County Council contacts of over 30 names in a number of departments (which included marketting, oddly) with respect to the issues relating to this bus-stop and its posible re-location. We have literally been bounced around like a ping-pong ball. I would write a book about our experiences ; only it would have to be published as a work of fiction as nobody would believe it could really happen.!
And at the end of things, despite the plethora of local support, we are where we began.
The matter is by no means 'closed'.
