are upper and lower ball joints the same?

I ordered 4 ball joints from German and Swedish and they arrived today.
When I ordered it looked like they were interchangable between upper and lower, the ball joints came and they are all labelled 'lower'.

I don't know if there is an eccentric bush on the bay that I will find when I remove the ball joints or should their be ball joints that have the eccentric bushes?
