Is my bug tax exempt?

hows it going? im trying to find out if my bug is tax exempt, its a 73, but ive heard there's a possibility it was made in the tax exempt time but not regestered untill after, can anyone help? the chassie number is 1332663446, just a point in the right direction would be awesome!
