Riveting terry clips help required!!!

This may sound like a simple task but it's doing my head in!
My Devon has the table legs held by terry clips riveted to an aluminium bar by the rear door. One of the clips is missing so I'm trying to rivet a new one on. Every time the rivet shaft snaps before the rivet is tight! The rivet gun spreads the terry clip quite a lot and it's difficult to apply pressure as it's up near hinge but I'm the force from the gun should pull the rivet tight. Four times I've tried and four times I've had to drill out the loose rivet.
Anybody got any tips before it starts raining again?

Use a nut and bolt instead?
