IDLE CUT OFF VALVE WOTS IT DO!!!!!!!

I've had this prob for a long time & just lived with it, but now gettin a bit fed up with it . I can leave it in the garage a couple of wks, go out and it fires straight up. I back it out the garage turn it off & leave it for 5mins and when I try to start it it turns over and over before eventually firin oo 2 or 3 cylinders. Seems like its floodin, and was told when the engine is turned off the cut off valve shuts the fuel to the carb off but pressure is built up from the mechanical pump as the engine stops, and leakin past this valve and puttin excess into the carb. I tried a new one and its still the same. I wondered if there was somethin wrong with the area where this valve seats as when I pull the wire off it keeps runnin Shouldn't my bug cut out thru lack of fuel?

the flooding after a restart is possible but the idle shut off valve has no effect on the fuel when the engine is off. if the car runs with the fuel shut off solenoid disconnected you have a carb problem either to rich mixture, to high a float level or the choke is on to much.
the needle valve in the carb float chamber keeps the fuel in the carb at the correct level if it fails/leaks the car will run rich and flood.
when cold remove the air cleaner open the throttle fully once and check the choke is on but not fully closed, then turn the ignition on and the choke should be fully open in 2 minuets.
